Preview does not scroll but background and jesters do scroll in OE. And if you click on the jester it changes position and scroll direction.

Remember, some stationery may not look right when you open to use it but once mailed, it will be fine.  Just highlight the 'Text goes here' that you will see on every stationery and begin typing your message.
